Personality: Princess Luna goes through several states of personality, from serious, to quiet, to serious once more, to unrestrained silly party animal with ridiculous talents in getting into trouble. Let's go down the line in a list here.
Before her sealing and back during the time when she was ruling the night with her sister, Princess Luna was somewhat serious, even if she was a bright ball of energy. Awkward responses against the "common folk," which still stem today, gives her the use of the Royal Canterlot Voice and the use of the Royal We in her speech when addressing anypony but her sister Celestia. She can swing from haughty to silly in a heart-beat. But soon, jealousy set into her heart when the ponies were sleeping through her nights and soon, in a jealous rage wrought on by the entity soon to become known as Nightmare Moon, she was banished to the moon, and wreaked havoc on the people of the moon. To this end, she expresses deep regret for her actions, as she spent 1000 years tormenting the denizens of the moon, and that guilt still remains with her.
However, after her release and cleansing, she remained a serious pony, trying to atone for her actions. She couldn't consider herself a friend to anypony and this feeling lingered for several months, if not a year or so, until the second coming of Nightmare Moon. It was here that Luna regained her ability to smile, stand strong and laugh with ponies. She especially loves little children, and is a good friend of the Cutie Mark Crusaders and the littlest of Ponyville.
After that, her personality does a complete 180 into complete memetic territory, as she almost goes overboard with incredible silliness. It is not confirmed exactly why she changed so dramatically but it is assumed by the fandom that the revelation that she isn't alone triggered this change during the Nightmare Rarity Arc in the IDW comics. Taking the lessons to heart, she became almost carefree, hilarious and loving of everything. She is unrestrained, beauty, sensuality and hilarious tropes and memes all rolled into one. Her character can be described as a bomb going off in the middle of a serious party, and resulting in a wild party. She is the type fond of magicking t-shirts into slogan t-shirts with silly sayings. She loves festivals and parties, and getting messy, and she is a hilarious nutter.
This is to say she isn't responsible. Capable of making decisions that affect ponies and people alike, she is a skilled paperworker despite her disliking the trappings of the bureaucracy of the daytime work. She much rather prefers going out at night and beating up menacing monsters and large animals that threaten the peace of her kingdom. She takes the defence of her kingdom extremely seriously, and holds everything in equal regard, from beating up a owlbear to watching a family of possums in the trash. She has an almost childlike gleeful wonder in anything she does, and flipflops from emotion to emotion like a lightswitch with many dials.
That being said, Princess Luna is "dumb" to the point that she doesn't pay attention to big words. She'd rather just beat up things and try to find things clearly labelled not with fancy words.
Strengths: Luna is a princess of the night so she's mostly nocturnal. That being said, she can go several days without sleep, but the caffeine overload usually takes over by that point. She is from the IDW universe, and it is ever expanding, with new issues featuring Princess Luna in the forthcoming future (this month and next). She has vast magical powers, as well as transfiguration spells and other fun stuff. She is also capable of dreamwalking, as demonstrated in Season 4 and can show ponies the past and future, and expected outcome of situations in a malleable dreamstate.
Weaknesses: "Stupid" in that she doesn't care for paperwork despite being able to do it, doesn't bother with big words, crazy to a fault, overzealous in combat, has really dumb ideas (so we cut the sheep in half), and a caffeine fiend. Also she's nerfed in setting now.
Possessions: She also has a pet possum which really does nothing but hang around in panels. Consideration for a NPC pet would be delightful. And her hand held video game console the Ponybox 3DS.

Dressed in a trendy outfit of dark blue and deep colors, she wandered around town looking for the best possible thing to get for her sister while she was away on business. Luna liked to shop and she tapped the window a little in thought. "Shopkeep, how much is the doggie in the window?" she inquired curiously of the pet store manager.
Yes, a pet, a pet would do. Everypony had a pet and with a little training, a little shiba inu would be perfect for Tia when it came down to it. And it wasn't like Celestia needed time off, or a little ball of energy to play with when the day was done, right?
After all, she still owed her for the incident with the spa and everything else. The things she did to sacrifice her dignity.
"Shopkeep! We understand you have time to attend to the other peasantry but we must insist on purchasing the dog in the window!" called out Luna again, not realizing that the shopkeeper was with another client. She rolled her eyes and huffed. "We are not amused."
No, no, no stooping to petty larceny. Otherwise she wouldn't be able to show her face in town again. Especially since she liked human worlds and was visiting them now with more frequent regularity. The dog looked interested in her however, and it was adorable as she ruffled its scruff. "We wish we could whisk you away for now, little one. But we need to purchase you first."
